As you say you have turned the radiators down, I guess they are thermostatic valves, If the boiler was installed after march 2003 it should legally have a room thermostat, in which case, get the installer back to fit one, otherwise, having one fitted will be of benefit and would normally be around 拢90 - 拢150, for the short term, turn the boiler thermostat down, but if you are on a conventional system, (have tanks) the hot water temp may also be reduced by doing this.Just moved house, and there is no room thermostat anywhere - rads on low still too hot. Turn down the boiler Thermostat.
Your only option is to turn down the stat on the boiler itself. Putting in extra controls at this stage may prove tricky ie. extra wiring etc etc
NEW THERMOSTATIC VALVES WILL HELP BUT IF IT IS A COMBINATION BOILER YOU HAVE THEY SOMETIMES HAVE A CONTROL KNOB ON THE FRONT OF THEM

For the time being i suggest using the control knob on the boiler, however in the not-too-distant future it would be very worth while getting some thermostatic radiator valves fitted and also a programmer with a wireless room thermostat. These are not amazingly expensive or difficult to fit but they can considerably lower your gas bills and make your boiler and heating system a lot more energy-efficient.

Get a plumber in to put thermostatic valves on the radiators and a room thermostat on the wall. It's worth it.
Are the thermostats on the radiators themselves - twist top dials on bottom right usually
If you look at your boiler you may be able to see a control for the temp of the radiators - if so turn this to the temp you require and you should be sorted.
