Is there any way i can open an account abroad but control it from my home country Scotland.?

I have purchased a flat in Portugal and need to set up direct debt to pay bills. I dont like the idea of someone else running my affairs, also my utility bills need to be collected from my flat in order to pay them. As i will not be in the country often how can i keep on top of these without the services of a rental agents? Is there any way i can open an account abroad but control it from my home country Scotland.?
You can arrange payments through bank to bank coordinations from Scotland to Portugal. Is there any way i can open an account abroad but control it from my home country Scotland.?
Sure you just get an on-line account you can even use ING bank now, they're my favorite bank so far they now have checking and you could control payments online :0)

The Royal Bank of Scotland will deal with your bill payments by direct debit.

You can probably pay your utility bills by direct debit.
You need to speak to a reliable agent either in Scotland, or Portugal, regarding the law + taxes due in both Scotland and Portugal. Beware of cowboys in this matter.
Put your utility bills on Direct debit and go paperless so that you don't have to worry about bills behind the door that is what I did.
